This is a sound made by this particular locomotive only, it's not something the engineer can do or avoid. The asynchronous motors are starting at a low frequency of AC which is increased in a few step's (the higher the frequency, the higher the pitch). This is done because you cant just instantly start a massive train at full power.

No ES64U2 (ÖBB 1016 and 1116). The ES64U4 (ÖBB 1216) does not make this sound.
Some 1116 (1116 201 to 223) were equipped with the required third pantograph for traffic to Switzerland (here Zurich).
