Retroreflective tape is super useful if you are paddling after dark. Not too sure about how useful it will be for you during the day. Better off changing out your helmet and for something brighter - hot pink or dayglo orange stand out in all river environments.
I agree, I think wearing an orange/pink/whatever brightly coloured helmet is the way to go. I really wish I had these options when I bought mine. What I have noticed however is that reflective tape stands out a lot more in a low light environment (like paddling in the shade for instance), than simple bright colour. I also happen to have lost my paddle down river and my friend was able to see it immediately from the bank because the tape was was reflecting the sun. Try it, and you'll see, it's awesome ! ;)
