Sir apne bataya hai ki (Biosphere reserve Central govt declare karta hai ,and NP ,WLS both central and state declare karte hain)
But reference book mai
(BR= BOTH CENTRE AND STATE
NP and WLS= State government )
Please doubt clear kar dijiye ..
This is a doubtful topic itself.
You'll find this different in different books.
That's why UPSC never asks questions on this.

WPA 1972 Creates - National Parks , Wild Life San. , Conservation reserve and Community reserve.

But in ACTS/POLICIES video in 14:05 notes say that it is declared by State Government only....

I doubt the boundary row in your table.
Since it mismatched with mine I referred to the Act itself
Article 26A(3) and 35(5) of WPA: 'No alteration of the boundaries of a National Park(sanctuaries) by the State Government shall be made except
on a recommendation of the National Board(Statutory body).'

However as I can see now in the bare Act.
Yes you're right.
Boundary of a national Park can be altered By the State Govt only on the recommendation of NBWL which is a statutory body under WPA,1972 and chaired by PM.

'Biosphere Reserve' is nowhere defined in WPA 1972. And I cannot search on internet in what Act is this term defined. Most i found was it is a Scheme: Biosphere Reserve Scheme'.
Please attend to my doubt.

And as for your doubt buddy.
Every biosphere has a core area, which either a National Park or Wildlife Sanctuary and they're controlled under the WPA,1972.
That's why I have written (WPA+ UNESCO).
I hope you're clear with your doubt.
