Pace Sticks open up to a V at several fixed points like a large compass, which can be held by the waist and twirled to "walk" out the pace distances for various drill movements and to position guards at precise intervals. They are normally carried by Regimental Sergeant Majors (RSM - rank of Warrant Officer Class 1 - WO1) and also act as a symbol of rank. Given this Company Sergeant Major in the video (rank of Warrant Officer Class 2 (WO2) and junior to an RSM) is carrying a Pace Stick, he would be a qualified Driil Instructor, who are also permitted to carry Pace Sticks. WO2 rank normally carry the smaller Swagger Stick which doesn't open to a V.
And you cannot see it very well with the tunics, but he is wearing a red sash as well. Officers do not wear them. Sgts, WO's, MWO's and CWO do (Canada)

The Coldstreams need to look to the other 4 guards regiments to see how it's done . The Grenadiers are the smartest most disciplined on ceremonial duty in my opinion . The Coldstreams are scruffy and undisciplined, bearskins too high , tweeds at different lengths , arms flailing about when marching . Undisciplined and scruffy and unworthy of public ceremonial duties .
The Drum Major should be taken to task for allowing that bugler on parade.
The Drum Major as such was not there. His job was carried out by a Lance-Sergeant.

Officers of the Guards have also a bigger red stripe on their trousers than the non-officers. Perfect seeable at 3:19
