Licensed to Ill wasn't even the best album of 1986, let alone all time. Raising Hell by Run-DMC was better, and ushered the return of Aerosmith to popularity. Also Bon Jovi released Slippery When Wet that year, which was a bigger hit than Licensed to Ill, although the Beastie Boys debut was probably more influential.
Best != most popular. Some of the best music ever made had limited sales success, but musicians far and wide will say "this album made me want to write music" or something similar.

But it isn't, and Raising Hell inspired an entire generation of hip hop artists as well as rehabilitating one of the most prolific rock bands of the 90s. Face it, Rasing Hell had the bigger impact by a mile. Not that Licensed to Ill was bad. Also REM released Life's Rich Pageant in 1986, and they went on to be literally the most transformative band of the next decade. But Pageant itself didn't really break much ground. Either way, in spite of the importance of the Beastie Boys' debut album, it wasn't the best or most important record of 86.
