All genres of black music are technically branches of rhythm and blues because their roots are planted in the blues, which began during slavery and really took off after Reconstruction. Basically, adapt intricate rhythm to blues melodies and sensibilities and you have rhythm and blues. Therefore, D'Angelo was technically doing R&B, and so were all the other "neo soul" artists of that time. Both neo soul and 90s (and early 2000s*) R&B are appropriate terms to describe that movement.
