Nice catch! I've noticed NS has put up their ENS signs at crossings I don't believe they own (such as along the triple-track crossings on the CSX Mineral Sub in Birmingham), so this could still be TRRA-owned.

There is something super rare on this ns crossing THE BELLS ARE SET TO RING WHEN THE GATES ARE DOWN ! It's a very rare crossing

It's because it's an Ex-TRRA setup. For some reason NS was given this section of track not too long ago.

There is a crossing in Galveston, TX with 21 lol. I've never been to Texas though so I don't have a video plus it's just crossbucks only.
