Are you sure you installed it correctly? Do you have any other mod installed? You might have to rebuild the archive of GTA3.img, otherwise I don't know what could cause this.
Well the real reason is because the creator of this mod didn't know how to add cars in this town if i remember correctly, but it's another nice reason :D
these makers of this mod is dumb the mainland thing is the roads leads to places in the other states. the game is not based on a bunch of islands its 2 islands and then the third is conected to the rest of america
