Both,the one with the snow is a mod,there is a real ghost town in the game but you need to learn to fly the airplane to get there and the place isn't solid so you will just go trough

@@wotmate3719it's not frosted winter mod. It's gta iii snow city mod by dimzet. EDIT: Frosted winter mod was just gta iii version of liberty city with Joey's fan-fiction story. GTA III Snow city mod is a fan-made continuation of gta iii after claude kills catalina. Moreover the city has been expanded through the upstate tunnels and added some more buildings from the Carcer city of Manhunt game.
So does that mean that the capital of the state of Liberty in GTA lore is Carser City as it looks like in the same part of New York Albany is in New York City keep in mind is not the capital of New York Albany is in Albany is a small town compared to New York City that would make a lot of sense but wouldn't that also maybe question why Carson City is so empty cuz it looks so empty not even Street lamps
The mod was only to imagine how this place could look like if Rockstar continued the tunnel. I will remake the video cuz a lot of people got confused by GTA Frosted Winter

Why is that snow city equipped with lights but no one lives there and why is the tunnel blocked off? Is there some lore to this?
No lore, is a mod, the author didn t put paths for peds and cars there

There's no Carcer city near Liberty city, maybe more north west, still we have no idea cuz Rockstar never connected the cities
