Richard Feynman never went, he died before he got the opportunity, but he wanted to and was making arrangements, but it was during the Soviet Era, so it wasn't easy getting in. And as for who he is, he's a famous theoretical physicist & nobel prize winner who became obsessed with Tuva in his latter years and kind of drew attention to it as an interesting place. His closest friends ended up visiting for him and I think his daughter did too. There's a whole story about it, I think the documentary is on RUclips.
