So rylee is a tier 4 vendor you can recruit. Despite me getting the speech option to recruit and selecting a settlement to send her off to, she never arrived. She is often buggy and hard to recruit as a result!
S.6 P.2 E.4 C.3 I.7 A.5 L.1 6 strength for strong backmperk. 4 endurance plus special book for swim perk. 3 charisma for lone wonderer. 7 intellect for chem perk. 5 agility for sneak perk and faster ap refresh. I would recommend going for luck to get idiot savant for extra xp to lvl up faster. I didn't get it with this character.

What determines the perks you pick for this playthrough? It feels random to me but I wondered If it's planned
After level 50 I'm so OP that perks don't really matter. I do go for the useful ones first
