There are only two "models" to owning a car, or an apt. building. One is to practice preventative maintenance and maintain the value. The other is to run it into the ground and spend nothing on it. Landlords fall into one of those two categories. The trick is to avoid that kind of landlord, if you can.
Where is code enforcement?! Where is the health department? Rats cause hantavirus. Roaches cause all sorts of health problems. Why aren’t the owners being held accountable? Is there a landlord-tenant association??
How about the Park Falls apartments in West Houston the place has mold and lots of cockroaches I had apartment 705 and it was loaded with black mold inside the air conditioning Box and the cockroaches trying to kill them was ridiculous.
They need to go to Redford apartments on edgbrook and the gulf freeway. Drug infested, roaches, so many broken windows and apartments complex doesn’t do anything.. Again,,,,,REDFORD APARTMENTS IN SE HOUSTON,

Yes, there a lot you can do. I like my landlord but just rebuilt the entry stairs as he's so busy. Next, the toilet is coming out, but I'm handy. And I need a new entry door; the one now is an interior. But clean like japanese clean helps keep the bugs away.
I mean your right about being clean to minimize rodents but in this scenario their neighbors/whole complex is already infested with them. Being clean will not keep them out
if you were below poverty level and given a place to live, you'd take it. It's better than living out in the streets. I don't believe Houston allows that anymore. These owners need to step up and quit taking money from the gov't and walking away ignoring the problem.
