I'm an RO at our gun club.
To make the range safe we:
    1. Call a cease fire.
    2. Have all shooters clear and ground their firearms.
    a. Actions open.
    b. Magazines (if applicable) removed.
    c. Chamber flags in.
    3. Have all shooters step back behind the blue line we have between the firing line and the walkway behind the firing line.
    4. The RO walks the firing line and checks each firearm.
    5. The RO calls the range COLD with a reminder that no firearms are to be touched during cold range. The shooters must remain behind the blue line when the range is cold.
Once everyone has returned and is done down range we have all shooters put their ear and eye protection on and call the range HOT.
Biggest two (but not the only two) violations are shooters touching/handling firearms during cold range and muzzle discipline.
I've personally found it very necessary to do the above range securing steps by the numbers because we have so many shooters that do not know how to lock the bolt back on their AR-15's which are by far the most common rifle/carbine we see. Some have to be told twice to remove their mags.
I could write page after page but just wanted to touch on the range securing steps we utilize.
Our range has existed since 1962 without anyone taking a bullet there and we want to keep it that way.

You should make a video as clearly, you have deep knowledge that will help someone new like me, be safe and range ready. There. Call your video: How to be Range Ready. Boom!!

Nice video but a minor critique for you; a better title would have been range rules and safety tips. The closest thing to an etiquette was leaving the place the same way you found it and even that is frequently a written rule. Etiquette is more like “unspoken agreements” or things you are expected to do even though they're not a rule. For example, if everybody on the range is shooting small stuff like 22's and you're about to pop off something big like a belted magnum or a 50 BMG, some consider it good etiquette to let others know so they aren't startled by an unexpectedly loud noise. Or be mindful of where your brass is ejecting. It may be hitting another shooter. Or tack up as many targets on the target stand as you can so you're not interrupting others by calling frequent cease-fires. Or ask before sweeping up other shooters brass since some people reload. It's rare to find those tips written in a rule book but you'll be the range-jerk if you don't know them.

You need to correct the shooter calling out cease fire so they can hang their target, that's a good way to get fellow shooters to make you leave.
Should have made it clear that you wait until most or all shooters have stopped then ask for a cease fire. This is what we do at our local range which often has no range officer.

Agreed. When you say the magic words "cease fire", everyone stops. Out of the blue, it can be a cause for concern, at best a rude interruption to someone's range-time. IMO it should be reserved for instances of safety, or as the "official" stop to firing before going down range.
Way more polite to ask "when you have a good stopping point, I need to hang targets" and be patient. Other side is once someone asks, don't load up another full mag. And, recall that one of the first things that need doing on a paper target range is putting them up. Someone arriving on the line will need to do so in short order, try to finish that group of shots and have a good place to pause.

Open action and drop or remove the magazine. You may also be required to insert a chamber flag as too.
