I feel like you're not considering the price and disadvantage enough. Look at breastplate and halfplate, double the price for +1AC and disadvantage. Or splint vs plate: 7x the price for 1 AC. Personally, unless you don't consider prices, I'd take splint over plate and shields over anything :D
