And with all the years that have passed plus the illegalities he commits in the side missions if you do them as John, and the amount of soldiers he killed in rdr1, he probably has a higher bounty than Arthur at this point, if not, the highest of all gang members if they considered him so much of a threat that they neded to call the army to kill him, and not to mention that he was wanted in two countries (in Mexico after he killed Allende and De Santa) which makes his whole character even more badass.
