The Astros were known for cheating in 2017 and the early part of the 2018 season, but Kyle Tucker didn't play for the Astros until July 7, 2018. And he wasn't a full time player until 2020 (28 games in 2018, 22 games in 2019). It's possible he had little to no involvement in the cheating. But your point still may be valid since since perception can have more of an impact on card prices than reality.
The article didn't have any new info that WE didn't know but it now put it in a bigger spotlight out there for people that didn't know this existed. Put more eyes on it.

The proper way for Topps to handle it if there is a legal issue or they haven't figured out a solution is to say something like, "CT scanning remains on the forefront of our security interests and our industry leading team is diligently working on a solution." Saying nothing is terrible optics. If you are comparing cards to politics the hobby is screwed. The wealth gap, regardless of political affiliation, has continually worsened since the 1980s. No matter if its business or politics or cards, never expect power and money to do the right thing, or to care about the people.

I like CT scanning. Gambling is the worst thing about the hobby and I hope it gets regulated out of existence. CT scanning is a good way to spoil the gambling aspect without waiting for government regulation

Still not sure how prevalent this is, but there’s no point opening or participating in flawless or other high dollar box purchases or breaks.
Not ignorant at all. Totally agree. I keep watching the prices increasing forcing people to gamble through breaks and watch people get destroyed financially by people who clearly have issues. Is it fraud? Yeah, but it's just another form of fraud within this hobby.
