Does this principal rely more on the rhythm of things? Like say I had a loop playing a randomized pattern of notes that fall on every quarter note, would this be a quarter note length repetition or would the randomized pattern just make it feel like there is no repetition?

The whole ‘loop length’ is where I started figuring the concepts out. This video goes into really good detail on the theory!
And then add a loop or two in 3/4 or 5/4 to really keep things fresh
