I think in 2020, or 2021 🤔 i also didn't know so i was googleing it later and found out that a lot of ppl complained online and got the fines here

At 14:50 you can clearly see theres EIGHT traffic signs forbidding you to enter from 10 to 22h30 unless you're biking. 2 of them in English.
Spain is not a theme park for tourists, respect the law.
