Yes, any electrical panels can be designed using the 3D Panel+ package. There's functionality to insert copper with bends and hole drilling templates as well as the option to output dxf/dwg or specific Perforex or Steinhauer drill/cutout templates for any mounting surface.

Make sure when you install See Electrical to use the 'Custom' option and include the 3D Panel module. If you've already installed, use the Modify option in Add/Remove Programs for See Electrical. Once its installed if you have a license you will be able to create 3D Panel pages in the workspace panel, if you have recently installed then you may still have 30 days trial available.
Thats a good question, no at the moment we don't import or export to IFC format. We currently export to AutoCAD DWG/DXF, STL, IGES, STEP and 3D PDF. I'll pass on this request to the development team, thanks.
