I could be wrong but I don't think he literally meant if he uses 4 perks, they get nerfed but rather if people see a build he is using and use it then it will get nerfed just because of how common it will then be.
Coconut has definitely caused things to be nerfed. Dowsey as well, so the devs do pay attention to how content creators play and use different builds. I agree tho pain res x pop is generic
