The combination of only Blue Shells + Bullet Bills is actually a fun way to play. They give counterplay against each other where the person in first is hoping for Bills to maintain their lead, while everyone else targets them with Blue Shells.
Fun fact: did you know that if you manage to avoid a blue shell (that fails to lock on to you), then it’ll just circle back around for you.

This powerup is hilariously known as the suicidal shell for everytime you hit an item box in the 1st place, rendering it useless unless you delibrately want to fail, even with a single mistake.
