guys, last airbender is lightning in bottle. thankfully LOK was a proper sequel and not a reboot. while ATLA series had an overarching overpowerd villain, LOK's villains were all about the duality of korra and the kind of person she could've been, Amon is the power the avatar has over the people, Unaloq is the power the avatar has over the spirits, the red lotus is how much chaos the avatar causes where she goes and kuvira is a reflection of who korra was at the start of the series, driven to acheive her goal and not stopping no matter who stands in her way

I guess it's unclear for Republic City specifically, and in Korra's time in general, but the original IP bible for Avatar the Last Airbender specifically mentions how only a small percentage of each population is a bender. The Air Nomads might have been all benders but considering they were extinct they're not really relevant. So yeah while it's not impossible for a majority of Republic City's population to be benders, everything else we know about the world indicates that they are the clear majority. Still does not make the police brutality great.
I firmly believe that the best of Korra is easily as good as the best of avatar, that being said the lows are so much lower and the show often misunderstands how to handle its relationships (though atla did that too) Easily two of the best pieces of media of all time

The Legend of Korra is fantastic, but I wouldn't say it's equally as good as Avatar: TLA. I'd say it's about 90% as great 👍
