I was just testing out my fan dipole but didn't have enough line to put up the 40m wire. I sent a letter to the City stating I'm a licensed ham and not to tell me to take down my antenna.

Pre Amp and 12Db of ATT, I don't understand that, there is a video as to how to operate your radio with RF Gain, worth watching

S9 of noise, you are overloading the AGC, turn off ATT, turn off Pre Amp, set your RF Gain to just the start of where you hear your noise, and you are now operating the radio as it should be.
