A mass dumper adds extra weight to the car. If you add it to the front, then it will push the front of the car down before the rear during a jump, making the entire car hit the ground before accelerating. It's one of the techniques that can stabilize the car after a jump.
Rear mass dumper will do the opposite, pushing the rear to the track before the front. Since the rear tires are connected to the motor, it lets the car accelerate away as soon as it hits the ground. However, because the car's basically doing a wheelie over a track, it may greatly de-stabilize the car after a jump.
