Yes, you can. Visualize the Taras in front of you and chant. Of course, it is desirable to have lung of the mantra and empowerments when you can, but chanting them now, still is quite effective. The zodiac symbol doesn't matter. King Garuda is an enlightene deity and champion of Dharma, so being a snake or dragon is no problem at all. (Also, in the four dignities, the four dignities are all complimentary: garuda, dragon, tiger, snow lion.) Zodiac is independent of the legendary accounts of Garuda as "antagonist" of "naga". In nature Garuda (eagle and predatory birds) also hunt other animals. To represent that they can be mutually beneficial, in one Sutra, Shakyamuni Buddha brought Naga and Garuda together in peace. The language and symbolism of the snake in the mouth of Garuda, is more a reference to the symbolism of Garuda as the power of air and chi, which in traditional healing is the healing method for many health issues which are often caused by nagas (or water element caused disease). Nagas as the watery element sometimes cause disease (for example, mosquitos in swamps carry malaria), bacteria flourishes in watery areas, etc. The nagas cause the illness, in the legendary accounts, because we humans are destroying their natural environment, or polluting, or building urban centers on natural places. The Garuda, is the antagonist of poor health and negative health. Nagas have their own role as well, it's not all negative. We equally need watery element, and in fact in traditional medicine we try to balance all our elements. Spiritually, we ideally do the same.

Enemies in the Buddhist sense are primarily the enemies to practice, the poisons such as anger, hate, ignorance, and so on. But, usually they have layered meanings, so it can also mean an enemy of Buddhism or an enemy who is harming you (external and internal). However, as always in Buddhism, within the confines of Bodhichitta - compassion, love and help for all sentient beings.
