Actually this strategy is pretty annoying when I face it, because you really cannot push anything, the woodline is pretty secure and you are not exposed with gold. The only thing that according to my experience is more effective compared to what he does at the beginning is that I wouldn't make tower, I would make a barrak. A couple of spearman is more than enough combined with the TC to defend most dives. Don't be afraid, most French players are not that good to be able to block your production while protected under the TC.

You could try pro scouts but you'd probably need to defend them, or as you said, just not FC because finding enough sheep is crucial for any FC strats
