I started off with a Abu Garcia Silvermax rod and reel combo. The Abu Garcia rod was garbage and lost an eyelet which caused my line to be break. I then switched over to an Ugly Stik coastal rod which was around $40. As long as you go with an 8'6" medium heavy rod you should be fine. Once it loses an eye ring at the tip get rid of it or you will lose lots of fish.
I have some Puyallup River fishing videos from 2015. I was not able to get out to the river very much this year as I come from out of state. If I do go out again I will try to get some river videos. Thanks for watching. I am uploading a video here shortly of me fishing Minter Creek.

I would not recommend using those. You can probably catch them using those but best thing to use is a jig

yes you can keep them where I was fishing. They are open in the rivers as well
I fished for them in Seattle, at Dash Point as well as the Puyallup and Duwamish rivers
