I wish people would not immediately jump to the conclusion that it was done for insurance because that is rarely the case. For many years I serviced these liferafts. They have a hydrostatic release system on the hold down straps that keep the raft securely stowed and that will activate with about 6 meters of depth (hydrostatic pressure). The raft container has positive buoyancy and will rise towards the surface. The sinking vessel then pulls the CO2 cylinder firing lanyard after about 10 meters. (varies). Whereas this lanyard is normally physically fastened between the yacht and liferaft for manual release by cutting after the occupants are aboard the raft, in the case of a hydrostatic release, the firing lanyard is only connected to the CO2 cylinder and once fired the raft is free of physical connection to the vessel and will inflate on the surface as it deploys.

The liferaft pod is buoyant and floats out of its cradle when below water. A hydrostatic sensor deploys the CO2 canister at 10 ft (3 M) vessel depth. and the static line is released at the end of its payout allowing the liferaft to be free of the vessel.

It's not unknown that when crew members dont have the correct visas or qualifications or contracts that they are listed as guests to avoid issues with the authorities.

If it was a very shallow place then towing it to some extremely deep position seems suspect. The crew and salvage people should have easily been able to calculate how fast it was sinking and towed it to shallow waters instead of a place 500 meters deep.

It’s deep for many nautical miles and I’m sure they tried to get to the closest port but the recovery would be for environmental reasons only and that’s more of a problem near shore in shallow waters warship have been recovered in the past but only because the hull is an important asset but everything inside will need replacing so the insurance would just write it off

Depends how the rigging is attached to the tug.
They may be using a Pelican Hook what can release under tension.
They might cut the line fairly near where its attached to the tug.

OK, I asked Tim on the TimBatSea channel. Tim captains an ocean going tug and has many years experience of large tug boats. He replied as below:
Thank you for watching Trevor. I know about that incident only from the link you sent. But I can surmise that one of three things happened. The first would be that if the boat sunk in 500 meters of water, most towing vessels of any real size have over 2000 feet of wire on the winch. The next thing would be that if the wire came tight, it would most likely rip the soft line or rip out the Ballards they were tired to. But the last thing is that if you freewheel the winch it will (or it should) break off the cable clamps that hold the end on. Of or you pay our enough wire until whatever you are towing ends up on the bottom, we are all required to have a set of torches on board to cut the wire. CUOTO

I was boarded by the USCG while sailed off the coast of Puerto Rico when I was the captain of a smaller sailing yacht in the 90's. Can't remember the exact distance from the island but we were definitely within night-time visual contact. Fun fact: since we were on a nice 10+ kt beam reach in pretty flat water they requested to/or we came to the agreement? that they would board while we stayed under sail. ⛵
