I know someone who got a scholarship while still in Nigeria in the Education department in my school. It is possible but it is highly dependent on the school/program criteria for scholarships.

I know for Msc you can get funding when you arrive ans make good grades. But my question is for PhD. If i find a supervisor for an engineering program will i get some funding with the letter of acceptance.

But most of these scholarships are not open to students pursuing their bachelor's degree
There are schools for bachelor’s degrees but they might not be as much as there are for graduate degrees.

Yes you can get admission alongside funding for PhD if your supervisor has possible funding for you.
