Not sure what you'd add to balance it out. Melee isn't the most valuable thing ever, and having it occupy the secondary slot would barely make it worth equipping if there's no snipers. Maybe it could have some system where your max health drops when you lose a head or something.

Odin Knowledge Seeker 300 = 1 head 1x3 = 3×300 = 900 heavy gets 150 hp if overhealed so 900+150 = 1050 hp
and this heavy can even survive a freaking telefrag, since telefrag do 1000 damage so it would be 1050-1000 = 50 health remains (if overhealed, cannot survive telefrag at normal health which is 900)
