Before you start a routine in an any drill related category you have to refer the inspector by their rank and they tell you what you refer them as, if not they'll deduct points from the total score, NCOs in the Navy are Petty Officers, in this case she is a petty officer third class
You only refer to Officer's by Sir or Ma'am, enlisted ranks you refer to the inspector by their rank, it goes for Air force, Marines, Army, and Navy/Coast guard
