While the post-code films had their limitations, these overly-cutesy animated films of the mid-30s were rather a result of the studios trying to capture the Disney style since by this point Disney had become a household name. I wouldn't think this one is garbage (there are many worse examples of this) but VB had lost that unique spark they had when making films like Red Riding Hood and Wild Goose Chase.
