I don't know why it took me so long to get this but the reason why Butler Ryoshu is calling Nelly a failure is because while Nelly loses all hope and decided to help Erlking Heathcliff, In Butler Ryoshu ID Story instead of helping Heathcliff she stands down and fight him, even told her subordinate to evacuate and let her handle Heathcliff on her own. This shows although they're 'loosely' have the same role, they are clearly two opposite character
Ryōshu is the exact opposite of Nelly... Ryo doesn't care about how she suffers, she knows her job in and out, and she's going to see it through to the end... That's what her entire personality embodies... Suffering is just part of the job...
