As much as I never liked Osoro, on this, he is very right and genuine. The COGs should be able to testify the impact of the fundings every day.
Also, we need to understand is some of the refunded amount are the late disbursements strategically made by these governments at a time they can't deliver anything.
it is a fallacy to claim County Govts are not doing much. The MPs opposing more money to counties forget to see the impact of even recurrent expenditure unlike the NG - CDF with clear structures on tangible development.
