Had a couple bad rubber O-Rings in my old Hydrotrac Super 12 that was allowing it to suck air. 1 was on 1 of the relief valve plugs and 2 on the free wheel valve. They were rock hard and the inner O-Ring on the free wheel valve had a chunk torn out of it. It would still move in both directions but it had no power what so ever. Had the same problem with the the free wheel valve O-rings on an old Jacobson built Ford 120 that uses the same transaxle. 1 was super soft and gummy and the lower other one was rock hard and definitely not sealing.
