Izuku will grow faster, but once he gets 100% he's practically done. Bakugou will continue to get stronger and stronger as well. Quirk abilities don't hold any bearing on character liability. Tsuyu is just a very likable character on her own, and she uses her quirk abilities intelligently, regardless of they aren't incredible.
