Yeah I have never seen fire doors that enclose an elevator like that either. My only guess is that they are really trying to get the point across that you should not use the elevators in case of a fire. I know in newer buildings that it is required that the stairwells have an intercom that a handicapped person can press that will notify the front desk or the FD that they are trapped in the stairway and will need help getting out but what is said person supposed to do in buildings without those
