Yes it won't be equal because you're folding diagonally. So you still need to join fabric to the shorter part. By 60, 4 yards should be okay for a dress with length 60.
5 yards should be enough. I used 6 yards for mine sha because I used one yard for scarf. And I'm tall - dress length 64. So if you're not as tall as me, you may not even use up to 5 yards

I placed it as a cone shape because I wanted this fullness. I use the 90° when I want something not too full.
