So, the last guy is homeless in Washington state. He just came up from California. He doesn't have a WA Drivers license. Can't tell if he wants the public defenders office to help him get his California license reinstated or wants them to help him get a WA license. This dude must not be too bright if he hasn't scored a free apartment, food stamps and free Apple Health yet in Seattle. He really doesn't need a permanent address; he can have his nail sent c/o any of the hundreds of homeless social agencies in King county, He might want to stay out of the Eastside - they have better staffed police departments over there. Seattle PD doesn't have the time or staff to conduct traffic stops .A license, valid registration or insurance is optional in Seattle.
