All public ramps are free to use here in Aus. However we do have to pay annual registration for powered craft and trailers. You also need a boat and PWC license. I'm doing my test in about an hour!

I'm not sure what you are getting at? If it's in gear then worse case it will jump forward a bit if the driver doesn't check it's in neutral before starting? Rather leave it in gear than have the whole thing roll back in to the sea because of a weak or failed handbrake
I believe the meaning there was intended for those who drive a manual shift. Turning the engine off with the car in a forward gear will help prevent the car from rolling back.
