Stringer just wanted to retire from the game, but instead was gunned down albeit in a honorable and memorable way. Omar always kinda knew he wasn't going to get killed eventually, he just wanted to go out like a legend, and instead got killed by a 10 year old while horribly crippled and buying milk from a convience store, but still remembered and respected. Marlo, the one person who actually got to retire from the game, and with a good amount of money saved, had zero desire to do so, all he knew was the game and all he wanted to do was be respected as a player and be remembered by the streets, neither of which he got.
They did a few special cuts of characters during their childhood hood or teenage years to promote the show for season 5. They're all available as special features on the season 5 DVDs and they were available through HBO on demand just before season 5 aired. They also did shorts of a teenage Omar, I think a young Cutty, and a few other characters.

There were a number of prequel scenes like this that were released separate of the rest of the show. There's some of Omar as a young kid, there's one where Bunk first meets McNulty, etc. You may not have seen it because it was not part of the main show.
If you pay attention, Joe was from the inner city, but he went to a private school with the school uniforms. Makes sense why the kids have so much money, and Joe was able to charge $15 (today equivalent of $120+) for the tests. The private school teachers made more than the public ones, again this is consistent with him charging the teacher for the info. Today's inner school teachers don't make much, and would tell Joe, "Listen buddy, are you trying to extort me for info you are supposed to give me in good will? - hey you get nothing, and if you cry about it, I'll tell so and so you snitched on him" [Joe goes on to plot a "proposition" against the teacher]

The openings were all classic but this one and the Omar as children intros were among the best.
Would've liked more of those, even some maybe showing the major crimes unit as kids showing why they choose to be a police.

So in the end, he tells on the other kid and the other kid tells on him with like 2 witnesses to back up the other kids story. Plus, later on he probably gets the snot beaten out of him for telling... What is this scene supposed to show us exactly?
that joe always plays both sides just to make a profit. it eventually is what gets him killed after that plan with omar to steal the shipment and then sell it back.

Agreed I think the kid does a good job of 'sounding like' Joe. But it is unrealistic that as a child Joe sounded and behaved that way, even using the same language.
It's cute but plays more like a kid who watched the wire pretending to be Joe, not an earlier version of Joe.

If you think that's how kids talk in real life, and not on t.v, you need to look at your own school days.
The smartest, most cunning kids didn't speak like that.
It's a t.v show, and those scenes were exaggerated merely to fill in Joe's backstory and explain his early motivations and how they ended up making him the man seen in the present.
