I'd say culture is the precursor to technology--that culture is how we are evolving by proxy, as culture manifests in our technology as well as every other expression of our minds. Second, we have actually evolved noticeably in 8000 years. Epigenetics does require millions of years; it requires a single generation. Small, but noticeable changes in our immune systems, for instance. Our digestive system. Our brains, even.
Most people in first world countries live a life a king of the past could only dream of. Electricity alone provides the equivalent to 9 full time slaves to a household. The way we live has changed considerably.
