Sidious desired power for powers sake, and Malcador sought stability and the betterment of humanity. If there positions were switched how different might of things been...
To add to that the Emperor himself is very similar to Darth Plagueis himself. The Big E was a unparalleled geneticist as was Plagueis Both wanted to reshape the galaxy in their own image Both used a trusted aid to handle politics And both were eventually cut down in a betrayal
