I'm from Calgary and I'm not sure this project is generating anger or is as controversial as the video suggests. The Flames are paying more that just $40 million. They are also paying $17 million in annual lease payments, escalating 1% per year for a present-day value of $356 million, $1.5 million per year for community sports funding (total $52.5 million) plus the potential sale of properties in the Rivers District to the Flames for development, which will not only yield sales revenue, but increase the annual property tax base. As for petitions against the arena, the only one I'm aware of is calling for a diversion of arena funds to the new C-Train Green Line. Even then they only have just over 1000 signatures, which is a drop in the bucket for a city of 1.4 million people.

The province provided up front money which is to be repaid by the Flames owners over a 25 year span and its the same with most of the city money as well. When all is said and done the Flames owners will pay roughly 1.5 billion dollars on this with the up front and repayment and interest they are paying on it. Smith said that growth in cities does need support and that's what the province wants for both cities. I don't think its because she was born in Calgary

There are several factors that make Scotia Place more expensive. One being the cost of materials that have gone up significantly since the time Roger's was built. Another is that Scotia place requires a massive 40 foot deep hole, while Roger's Place was built with only the event level below ground.
