For those that don't know, the tank is an actual toy you can buy from the shops. They didn't even make their own model. It's a tank you could buy for the action man series in the 1970s.
Given that they never mention the tank (or any tank crew members) before or after this scene in the episode, and that it looks like a forced perspective shot instead of like, superimposure and stretching, I like to think the Brigadier literally whipped out a toy tank to challenge the K-1 Robot.
Exactly the kind of low-budget prop usage I'd expect from 1970s sci-fi. Or sci-fi in general, considering the sets of Red Dwarf had ice cube trays and computer keyboards stuck to the walls as greeble.

Today, somebody would apply a well detailed paint job, and some modifications to make it look slightly more authentic.
Shame they couldn't CG this up for the Blu Ray.
