Hmm that's weird. If it does that every time you start the mission, then you might have to join someone who has the mission or either restart your character (last resort).You might have to skip that mission, by joining someone's game who is a higher lvl than you mentioned in this video.
This happened to me too I'm level 25 and I joined a level 3 and it restarted me too
They really need to fix this bs, makes me not want to play Co-op.
