Can you install windows while deleting system32?

In this video i installed windows 10 while deleting system32. The way I did this was by deleting system32 on windows7 and then upgrading to windows 10.
If you would like to try this yourself ON A VIRTUAL MACHINE here are the commands you will need to run in Command prompt:
takeown /f C:\windows\system32
cacls C:\windows\system32

Alternatively when destorying the install: you could have just ran command prompt as trustedinstaller (using advance run tools or process hacker or even winaero tweaker's run as trustedinstaller function) and then did file deletion via command prompt with trustedinstaller permissions. This would allow you to skip having to take own and do alot more damage to the installation.
Also i think the reason why it was refusing to restart was likely because you deleted files like "LogonUI.exe" and other system files needed for Winlogon process and session managment to end the user session and initate shutdown. In this state, the OS is still partially functioning but is ultimately broken and soft locked.. let alone unstable.
