when i working on ceiling why we zero the hight offset from level

Because if you are on level 2(or the actual ceiling level), no need to offest.
The default ceiling in revit thinks that, if you are placing ceiling on ground floor, for example, you are normally on ground floor, so it comes with the offset for floor to ceiling height
