By now people should know that there is no such thing as power levels in one piece. Oda simply writes whatever he wants. One piece fights and charcters riddled with so inconsistencies powerscaling wise is not a new phenomenon.
There are different contexts and match ups that, while giving a general idea of power ranks, make things much more complicated than just "My power level is 25,000! You cannot defeat me since yours is just 20,000!"
