I believe Dillan is trying to say that around the late 90's to early 00's, artists were much more honest with their lyrics in music that artists of today. For example, in this song, the guy is telling a girl to give him a chance. He's doing it in a really explicit way, but at least he's getting his point across. While today, artists are kind of confusing.
